The 2027 instant-payments wave: what EMIs, PIs and non-euro PSPs owe on 9 January, 9 April and 9 July 2027
Three deadlines in 2027 extend the SEPA Instant obligation to non-euro PSPs, to receiving, and to sending. The ECB's deadline table is the source. Here is what each one requires.
Three deadlines
The ECB's instant payments regulation (Regulation (EU) 2024/886) established a staggered set of obligations. The first deadline, 9 January 2025, required euro-area PSPs to receive SEPA Instant Credit Transfers (SCT Inst). The 2027 deadlines extend the obligation outward.

9 January 2027: non-euro receive
PSPs in non-euro SEPA countries (Denmark, Sweden, Poland, Romania, Bulgaria, Czech Republic, Hungary) must be able to receive SCT Inst payments. This means the PSP's clearing infrastructure must connect to either TIPS or RT1, and the PSP's account servicing infrastructure must process instant credit entries.
The challenge for non-euro PSPs is currency conversion. SCT Inst is a euro-only product. A PSP in Sweden receiving an SCT Inst payment to a SEK account must perform the currency conversion within the 10-second processing window. This requires pre-funded euro accounts or a real-time FX bridge.
9 April 2027: all PSPs send
All PSPs, regardless of euro area membership, must send SCT Inst payments. This is the deadline that created the "Ten-Second Build" case (see our case study on an EMI's instant-sending programme).
The sending obligation has three operational requirements that most EMIs and PIs have not built:

24/7 operations. SCT Inst operates 24 hours a day, 365 days a year. Batch payment operations, which run on business-hour windows with end-of-day settlement, cannot serve SCT Inst. PSPs must staff or automate exception handling around the clock.

Ten-second processing window. The payment must be processed, cleared, and settled within 10 seconds of initiation. This includes fraud screening, sanction screening, liquidity check, and submission to the clearing infrastructure. Legacy payment processing pipelines that take 30 seconds to 2 minutes for these steps will not meet the deadline.

Liquidity arrangements. SCT Inst settles individually, not in batch. PSPs must maintain sufficient liquidity on their TIPS or RT1 account to cover instant payments at all times. This changes treasury operations from end-of-day funding to real-time liquidity management.
9 July 2027: non-euro full
Non-euro PSPs must both send and receive SCT Inst. This is the final deadline in the current regulation. After this date, all SEPA-area PSPs are fully obligated for instant payments in both directions.
What to build now
PSPs that have not started their instant payments programme are behind. The 9 April 2027 sending deadline requires 12 to 18 months of build time for a PSP starting from scratch. Starting in August 2026 leaves 8 months. That is not enough time for a full build.
The minimum viable approach for PSPs starting now:
- Connect to TIPS or RT1 as a receiver first. This is the simplest integration and satisfies the January 2027 deadline.
- Build the sending pipeline in parallel. The sending pipeline is the complex part. It requires fraud screening, sanction screening, and liquidity management within the 10-second window.
- Outsource 24/7 operations if you cannot staff them. Several providers offer managed instant payments operations. This is not a long-term solution, but it bridges the gap until in-house operations can be built.
